Migrate to LHCb::Algorithm

Gerhard Raven requested to merge modernize-utdaq-vpdaq-muondaq into master
  • and thus, impliclicitly, to Gaudi::Algorithm
  • also, migrate away from UTAlgBase:
    • specify DeUTDetector as dependency
    • use ToolHandle for readout tool
