Change input_raw_format default value to 0.5

Merged Giovanni Bassi requested to merge decode_Retina_cluster_aug2021 into master

The default value of input_raw_format has been changed from 0.3 to 0.5 to add RetinaCluster bank.
This MR should be tested together with Moore!1145 (merged), Allen!655 (merged), MooreAnalysis!72 (merged), lhcb-datapkg/PRConfig!211 (merged) and lhcb-datapkg/RawEventFormat!1 (merged).
