Move helpers for ProtoParticles from Rec

Tara Nanut Petric requested to merge tnanut_update_protoparticle into master

Move helpers from TrackLike.h to ProtoParticle.h as new NeutralLike.h also needs them.

Needs to be merged together with Rec!2736 (merged).
