Remove test-badbanks test

The test-badbanks test started failing because a new bank was added to RawEventFormat without a corresponding addition to RawBank.{h,cpp}. Since this test is just testing for consistency between RawEventFormat and RawBank.h, it only makes sense to keep it in master branch

Should be ported to all legacy branches
