With changes like Lbcom!607 (merged) and Rec!2860 (merged) the MagneticFieldSvc is not instantiated on demand, but it is still needed to be able to have the special DeMagnet condition (!3107 (merged)).
This change makes sure that MagneticFieldSvc is always present when using PyConf configuration.
