Functionality added to reading such that HLT1 decisions can be accessed with FunTuple

Jonathan Davies requested to merge HLT1reader into master

set_hltAnn_svc function returns HLT1 selection IDs hlt1_decisions function added (following format of hlt2_decisions) to return HltDecReportsDecoder instance for HLT1 decisions

These changes are necessary such that FunTuple can read in HLT1 decisions from an input json
