truncate digit energy resolution issue Rec#276

Nuria Valls Canudas requested to merge nuvallsc_updateClusterCovMatrixTool into master

Addition of a standalone function in CaloDataFunctor.h to truncate the energy of a digit or cluster entry to a 0.2MeV resolution. This has been done to provide consistency between projects since issue Rec#276 (closed) was due to not applying the same truncation on the energy samples.

This MR goes together with Rec!2821 (merged).
