Add a temporary exclusion to LHCbExclusions.py for new VERBOSE ServiceLocatorHelper::service: found service AlgExecStateSvc message from Gaudi v28r0

This MR will become redundant the next time that the reference files of the IOExample and LumiAlgs tests get updated
