Add option to calibrate calo digits

Merged Jean-Francois Marchand requested to merge jmarchan-getCalibration into master

Add option to calibrate calo digits at the decoding level. To be used by the pi0 calibration.

Also needs Detector!275 (merged) for dd4hep compilation which needs lhcb-conddb/lhcb-conditions-database!31 (merged)
