Fix for VPRetinaSPmixer

fix_VPRetinaSPmixer into master

Starting from VP RawBank version 4, the tasks performed by the VPRetinaSPmixer algorithm are assigned to VPSuperPixelBankEncoder (SP mixing) and VPRetinaClusterCreator (SP isolation).
If VPRetinaSPmixer is fed with v4 VELO SP data, it should just pass them ahead.
