Expose more options via the compression option

This adds the ability to specify more specific info to the compression field than just ZSTD:1 which is needed to be able to run HLT1/HLT2 with XDIGI files without using excessive amounts of memory (Moore#529 (closed)). For example:

compression:
  algorithm: ZSTD
  level: 1
  max_buffer_size: 1048576
