Apply lumi counter shifts and scales when decoding/writing/monitoring

HltLumiSummaryDecoder and HltLumiWriter updated to use shift and scale if these are present in the schema for a given lumi counter.

HltLumiSummaryMonitor updated to use correct range for scaled and shifted counters.

HltLumiSummary updated to store counters as double instead of int - supports int, unsigned and float-like counters without loss of precision.

CLID_HltLumiSummary incremented.
