Add an arbitrary set of states to v3 tracks and SOA converter

Allows the v3 converter to include an arbitrary set of states. This avoids having to add states to a specific track type that are only required for some applications. This maximises compatibility between tracks and reconstruction algorithms, without having to modify algorithms for specific track types. For example this will allow to run the muon identification on T tracks without changing the muon ID alg.
