Draft: Improve workaround for banks unknown to RawEventFormat

This is a more elaborate workaround for bank types that are unknown to the RawEventFormat DB. With the previous workaround we fell back to Trigger/RawEvent for format 4.3 which resulted in two HltRoutingBits banks in the output.

Needed for Moore!2685 (closed)
