Draft: Add algorithm inspired by TeslaLineChecker

Very rough, just for demonstration of some basic ideas.

Mostly copied from https://gitlab.cern.ch/lhcb/Phys/-/blob/run2-patches/Phys/TeslaTools/src/TeslaLineChecker.cpp .

It would need some changes to work with Moore!3046 (closed) . It currently assumes the same name in the Hlt2DecReports and in the Sprucing configuration as this was the case in Run 2. Moore!3046 (closed) renames the lines in the Sprucing step.
