The data_type: Upgrade is meaningless so ideally we would like to remove this option entirely, but for now make it optional and remove any instances of it in spruce and DaVinci.

Test with: !4496 (merged), Moore!3209 (merged), DaVinci!1061 (merged), lhcb-datapkg/AppConfig!233 (closed)
