RichUtils/AllocateCount: Increase max allocation count to 50 to cover TAE use case

Suppresses warnings like

LHCb_MON0105_RichMon  WARNING  Rich::Future::DAQ::Tel... Unusually high number of active Rich::Future::DAQ::Tel40CableMapping condition slices (41>25)

when running at the pit. Currently the limit is too low for when TAE is activated.
