Set default run number rather than default event time in PyConf

Sebastien Ponce requested to merge sponce_RunNumberPyConf into master

The event time was actually ignored by the condition mechanism.

This change should not have any impact as we now set the run number to 0 which happened to be the default value when only the time was set
