Update GenFSR class and related functionalities to more recent version

The version of GenFSR used with Moore/hlt2016-patches predated the version used by Brunel/reco14-patches (which was itself backported from run2-patches in 2020). This MR updates the hlt2016-patches version to be consistent with the reco14-patches and run2-patches versions
