Careful to note that the definition of f_2 is different.

NB: To use this will require a change to the Gauss configurable, which now needs to understand DataTypes like 2024.W40.42.

Also made ConfigurePGPrimaryVertex.py more compact and it now calculates CovXX, CovYY, CovZZ from the other parameters
