Add explicit check of the minimum versions of Gaudi and LCG

We require Gaudi >= v39r4 and LCG >= 106c (actually ROOT >= 6.32.10, but it's the same), as the current code requires them.

In particular we print easy to recognize error messages at configuration time instead of obscure compilation or link errors.
