Enable writing decoding keys to json without outputfile

In some older LHCb versions the decoding keys are only written to the tck.json if an output file is set, see Moore#945 (closed)

First I see this is in v55r14 introduced by !4598 (merged) then its fixed with !4739 (merged) so master is fine
