Add hits information for Calo upgradeII studies - standalone PicoCal

Changes to allow PicoCal to be independent from Run3 Calo.

Works with Detector!716 (merged), Gauss!1156 (merged) and lhcb-conddb/lhcb-conditions-database!189 (merged)
