Migrate CopyAnyData from GaudiAlgorithm to Gaudi::Algorithm + Datahandles

convert CopyAnyData to use data handles, and inherit from Gaudi::Algorithm

i.e. one less GaudiAlgorithm which talked directly to IDataManager, and was not recognized as being reentrant

must be applied in conjunction with Moore!5201, which in turn requires gaudi/Gaudi!1808 (merged)...
