Fix duplicated events in BandwidthMonitor "per WG" histograms

Updates BandwidthMonitor algorithm to not double count events that pass two lines in the same WG. Also adds a new bin to WG histogram counting all entries in stream (WG "All"). This algorithm is configured to run one instance per stream in Moore.

Still can't differentiate between lines of same WG in different streams (e.g. event in Full stream passing a Charm line in Turbo will still count towards Charm in the Full histogram).
