give stable name to DecReportsDecoder, and deprecate upfront_decoder configurable

  • give DecReportsDecoder a meaningful name
  • as the upfront_decoder only exists as backwards compatible scaffolding, and is not needed, make it do absolutely nothing except print a message that it is not doing anything when actually invoked.
