Configure the ToolSvc.AllowedPublicTools

bless-configured-public-tools into master

Configure the AllowedPublicTools of the ToolSvc - which is introduced in gaudi/Gaudi!1820 (merged) - from PyConf. Hence this MR has to wait for that to be merged, and Gaudi with that commit to be released
