Draft: Import instructionsetLevel function from Gaudi

instructionsetLevel is not used in Gaudi and has been deprecated. This MR adds an equivalent implementation in LHCb.

While this makes it possible to build LHCb and Rec without the deprecation warnings, we should consider if instructionsetLevel (i.e. runtime detection of the microarchitecture) is actually needed.
