Record platform info in HltDecReports

Instead of Moore task ID and hostname, record the platform info in HltDecReporst::taskID, see LBHLT-154 and LHCBPS-1729

This is the follow up on !696 (merged) for Moore. It should be merged second as it includes the other MR.
