Git CondDB updates and fixes

Marco Clemencic requested to merge GitCondDB-fixes-2017 into 2017-patches
  • backport to 2017-patches of !698 (merged)
  • support Git CondDB layout as input to copy_files_to_db.py
  • use metadata in tag messages to find latest datatype tags
  • add commit id to tag reported in event headers
