Improve Git CondDB IOVs partitioning

Marco Clemencic requested to merge git-conddb-iovs-handling into 2017-patches

the changes to the GitEntityResolver Python modules in this MR remove artificial IOVs boundaries when IOVs are grouped. This is needed to avoid that reconstruction of RAW files fail because jobs waste time updating conditions for nothing.

This MR also include minor improvements to C++.
