Adding Sphinx documentation for the LHCb Integration Tests project. Describing the test chains available and providing some useful information for creating a new chain.

Related to DPA task https://gitlab.cern.ch/lhcb-dpa/project/-/issues/227.

If all goes well the site should become available at https://lhcb-integration-tests.docs.cern.ch/.
