Add test to check decoding keys in FSR

Add an integration test to check if the decoding keys that are written to FSR (FileSummaryRecord). The keys of both, the hlt2 and sprucing are being written to FSR and checked against an expected_keys.json which was obtained from running that job locally. Depends on Moore!3199 (merged)
