Add step to test whether the application options from sprucing are written correctly to the FSR

Extending the usecase of the FSR_decodingKeys.WriteDecKeystoFSR test adding a step to check whether the application options used to run the Sprucing appear as expected in the FSR.

The option to do this is implemented in : LHCb!4587 (merged) Note, to persist the option write_options_to_fsr: True is set in the options_moore_spruce.yaml .
