RICH RayTracing - Turn off mask checks as essentially always pass.

  • Turn off mask checks as essentially always pass, so cost more CPU than they save.
  • Remove unneccessary default SmartID init.

@cattanem Ready to test. I don't expect this to cause any test diffs.
