Added an algo extracting list of tracks associated to a set of CaloHypothesis

Sebastien Ponce requested to merge sponce_calohypo2tracks into master

The algorithm has a property to change the max chi2 to change when a track is considered to be associated to a Calo hypotheses.

This is mainly for MC checking purposes.

Goes with Moore!457 (merged)
