Follow CaloUtils cleanup in LHCb!2667

Gerhard Raven requested to merge cleanup-caloutils into master
  • Migrate CaloMCTools{,1}.h from CaloUtils in LHCb to CaloAssociators
  • put CaloClusterResolution into the LHCb::Calo namespace (to allow the use of ADL), and rename it to LHCb::Calo::ClusterResolution

must be applied in conjunction with LHCb!2667 (merged)
