Update VeloWebGUI dependencies

Migrating the web server from the SVN version of Lovell to the git version gave me the opportunity to update the various Python dependencies that VeloWebGUI depends on.

The only 'breaking change' was updating Bokeh, the plotting library, where the API changed in a couple of places.
