Provide a PrVeloUT configuration aiming at reconstruction of Upstream tracks useful for Physics

Currently, the Upstream tracking mostly finds high momentum tracklets that are part of a Long trajectory. The goal is to configure the PrVeloUT algorithm such that it also finds pure Upstream tracks useful for physics analysis (@cprouve @gtuci @cacochat).

• put new config into HLT2 sequence and study efficiencies
• check impact on HLT2 throughput
