Draft: PrVeloUT fully moving to SOACollections

First commit only rearranges the source file content -- no change of the actual implementation

Second commit implements the new ProtoTracks class using SOACollection -- no physics changes, but some throughput penalty (irrelevant for HLT2). This is a prerequisite for creating multiple Upstream tracks per input velo track. See related merged requests.

Related to Moore!2251 and !3958 but not dependent.
