Propagate better the database tag defaults

Rosen Matev requested to merge rmatev-db-tags into 2017-patches

The default behaviour is changed such that if no tags are set for the Moore configurable, it uses its defaults to configure LHCbApp. Previously, the defaults were propagated to the defaults of LHCbApp, which lead to unnecessary warnings that tags are not set.
