fix: configuration of public tools to use simplified material

Some tools were incorrectly using the DetailedMaterialLocator.

This is only a fix for two options files.
Additionally, the tests hlt2_reco_plus_thor_selections and hlt2_reco_plus_thor_selections_fastest now assert that there is no active DetailedMaterialLocator found in the job_opts_dump
