The previous Allen-Moore interface used DecReports objects produced in the RunAllen algorithm rather than the raw-bank-encoded DecReports produced within Allen. This merge request changes this behavior, utilizing the Allen raw bank DecReports rather than those produced ad hoc in the RunAllen algorithm.
