Reco sequence without UT

Reconstruction sequence without UT information.

  • Only produce Velo, Long and Seed tracks.
  • Do not add UT information to long tracks.
  • The HLT1 CPU sequence only produces Velo tracks.
  • Add two tests: hlt2_light_reco_pr_kf_without_UT_with_mcchecking (checks performance with the default ghost prob cut of 0.5) and hlt2_fastest_reco_without_UT_with_mcchecking.py (checks performance with a modified ghost prob cut of 0.8)`
