Add prompt multilepton lines

Vitalii Lisovskyi requested to merge vlisovsk_prompt_multilepton_lines into master

Adds a builder for prompt decays of neutral mesons (in mass regions of phi, Jpsi, Upsilon) to four leptons: SM decays to 4 muons, 4 electrons, (mumu)(ee), and LFV channels (mue)(mue), (mumu)(mue) and (ee)(mue).

Testing the rate of the Hlt2RD_LowMassTo4Mu_Line using the phi->4mu simulation with the CanRecoChildren denominator:

(this is the best I can get without exploding the rate – mostly because the phi's are normally rather low-pT and a simple kinematic effect from the sum of muon momenta, given the PID cuts, is the main limitation in efficiency). On the phi->2mu2e simulation,

We unfortunately do not have MC for quarkonia decays (due to miscommunication some time ago), but there the efficiency should be larger.
