Add RD prefilters

Miroslav Saur requested to merge msaur_rd_builders_update into master
  • adding a new file with prefilters (upfront+pvs+GEC, upfront+pvs+GEC+topo, upfront+pvs) to be used by RD lines (inspired by and stolen from charm, many thanks to the charm team!)
  • commenting out lifetime fit for KS0/L0 in rdbuilder_thor due to ongoing issues with not-converging fits
  • change in CODEOWNERS for rd folder, assigned to current RD conveners and migration coordinator
  • basic particles and combiners from !1282 (merged) added
  • prompt pions without RICH requirement added
  • trackchi2 and ghostprob cuts commented out for now
