replace '${PARAMFILESROOT}' with 'paramfile:/'

follow changes in Rec!2783 (merged) which funnels access to files in ${PARAMFILESROOT} through the ParamFileSvc, which requires callers to specify a URL starting with paramfile:// instead of implicitly relying on the expansion of an environment variable.

must be applied in conjunction with Rec!2783 (merged).
