Updating reco_decode_retina tests to use VPRetinaFullClusterDecoder

The Hlt1 and Hlt2 reco_decode_retina tests have been updated to use the VPRetinaFullClusterDecoder, that converts Retina light clusters to full clusters.

This merge request should be tested with LHCb!3659 (merged)
