Add test for PV reconstruction with PatPV3DFuture

Tests the PatPV3DFuture PV finder.

Also includes:

  • Test of hlt1_reco_velo_only now features a comparison with a reference.
  • PatPV3DFuture can be configured to not apply a beam spot R cut.
