HLT2 and Sprucing lines configuration for PbPb/PbSMOG and new PbPb sequence reco in global

Add a function in hlt2_global_reco to use specific reconstruction sequence implemented in !1603 (merged) The idea was to reproduce a make_fastest_reconstruction function adapted to PbPb with the preselection ghost, the function is unsurprisingly called make_fastest_reconstruction_ion.

A first draft of heavy ions hlt2/sprucing lines is put in lines/ift. The lines will be soon updated.

An option files that runs all the lines with the PbPb sequence has been added Hlt2Conf/options/hlt2_PbPb_all_lines.py
